Unable to access REST endpoint after changing the ArcGIS Server account

Description

The REST endpoint can access every GIS Service published on ArcGIS Server using the following URL:

http://<host name>/arcgis/rest/<ServiceName>

In some instances, changing the ArcGIS Server server account causes the REST endpoint to be inaccessible.

Cause

The new ArcGIS Server account lacks the necessary permissions to the ArcGIS Server folders.

Solution or Workaround

After changing the ArcGIS Server account, provide permissions for the new ArcGIS Server account to the ArcGIS Server folders in the following directories:

C:\Program Files\arcgis\server\
C:\Program Files\arcgis\server\framework\
C:\Program Files\arcgis\server\usr\
C:\Program Files\arcgis\server\bin\
C:\Program Files\arcgis\server\XMLSchema\
C:\Program Files\arcgis\server\DatabaseSupport\
C:\arcgisserver\ (or where the config-store and directories are located)

Follow these steps to provide permission for the ArcGIS Server folders:

Completing this workaround may require assistance from the organization's IT department.
  1. Navigate to the DataStore and arcgisdatastore directories.
  2. Right-click the folder and click Properties.
  3. Click the Security tab.
  4. Select the ArcGIS Server account from the Group or user names list.
  5. Click Edit... Edit icon.
  6. Check the Allow option for Full control.
  7. Click OK.
  8. Restart the ArcGIS Server service. Refer to ArcGIS Server: Start and stop services for steps to do so.
