A permission issue message is returned when attempting to create a new survey in the ArcGIS Survey123 website

Description

Attempts to create a new survey in the ArcGIS Survey123 website fail, and clicking 'New survey' on the My Surveys page returns the message, 'You do not have permission to perform this action. Required privileges: publish hosted feature layers.'

Cause

The member's role has insufficient privileges to publish hosted feature layers and create new surveys in the ArcGIS Survey123 website.

Solution or Workaround

To resolve the issue, change the member's role to Publisher or Administrator. Refer to ArcGIS Online: Change member roles for steps to do so.

Note:
Only administrators can change member roles in the organization.
