Basemaps fail to display when exported to PDF from ArcGIS Pro 2.5

Description

When exporting a layout to PDF from ArcGIS Pro 2.5, the basemap fails to display.

Cause

This is a known limitation in ArcGIS Pro 2.5 when exporting layouts with high dots per inch (DPI) or output resolution values to PDF.

Solution or Workaround

Lower the DPI value for exporting to PDF. The DPI value to successfully export the basemap varies, depending on the page size. For example, a basemap is displayed in PDF format with a page size of ANSI E (34" x 44") and a DPI value of 700 or less, but not 800 or more.

Alternatively, use a smaller page size for the layout. Typically, the smaller the page size, the higher the DPI can be exported. Other workarounds are to use vector basemaps, or to export to formats other than PDF.
