Error Message

Business Analyst Data for Desktop comes with locator files for ArcMap and ArcGIS Pro. The folder ....Business Analyst\US_2018\Data\Geocoding Data for ArcGIS Pro contains a USA.loc file that can be used in ArcGIS Pro to geocode addresses. Some users may run into the following error when using this .loc file.

ERROR 000840 The value is not a Address Locator.
The address locator to use to geocode the table of addresses.

Including the .loc extension after the locator name at the end of the locator path is optional.

Cause

The locator file comes with the purchase of Business Analyst data, but this particular locator file requires StreetMap Premium licenses to be assigned to all users that may want to geocode. The other locator files in the ....Business Analyst\US_2018\Data\Geocoding Data folder do not need StreetMap Premium Licenses and can be used in both ArcMap and ArcGIS Pro.

Solution or Workaround

Every US Organizational account that purchases Business Analyst Data also gets StreetMap Premium licenses. Please note that some subscription types are not given these StreetMap Premium licenses. For example, educational subscriptions do not get these licenses.

StreetMap Premium licenses can be assigned by logging into ArcGIS Online using an administrative account and going to Organization > Licenses. After the license is applied, restart ArcGIS Pro. The error should no longer appear when using the USA.loc file for ArcGIS Pro.
