You cannot submit records to the survey since you are not field worker or the survey owner

Error Message

Respondents are unable to submit a survey published from ArcGIS Survey123 Connect using an ArcGIS Survey123 web form, and the following error message is returned:

You cannot submit records to the survey since you are not field worker or the survey owner.

The problem persists although the sharing permissions are reset and the user is the survey owner.

Cause

• The field worker hosted feature layer is renamed or changed in ArcGIS Online.
• The certificate issued on the ArcGIS Server and Load Balancer machine is not fully trusted. This is because the feature service used in creating the survey is from a secured ArcGIS Server service. This prevents ArcGIS Online from storing the credentials used for the ArcGIS Server machine.

Solution or Workaround

Depending on the cause, resolve the error using one of the methods below.

• In ArcGIS Online, rename the field worker's hosted feature layer back to the original. Refer to ArcGIS Online: Rename layers for steps to complete this.
• Import the intermediate certificate onto the ArcGIS Server machine. Refer to ArcGIS Server: Import the certificate into ArcGIS Server for steps to complete this.
