BUG
When upgrading Portal for ArcGIS to 10.7 in an environment where the content store is located in an Amazon Web Services (AWS) S3 bucket, the upgrade fails. This occurs after the 10.7 setup finishes, when a blank browser window opens and the upgrade does not proceed. If going through a silent upgrade, the upgrade process exits with an error saying, "Configuring Portal fails."
This behavior occurs in both Windows and Linux.
This issue is associated with a known defect, BUG-000121142.
The above symptoms occur when upgrading from any version prior to 10.7, including Portal for ArcGIS 10.6.1 and earlier
If upgrading to Portal to ArcGIS 10.7 in an environment where the content store is located in an AWS S3 bucket, the solution will vary depending on if using Portal setups or Chef cookbooks.
Note: The following steps must be performed on each machine where Portal for ArcGIS is installed.
If using the the Portal installation wizard:
chef-solo -j --recipe-url https://github.com/Esri/arcgis-cookbook/releases/download/v3.3.1/arcgis-3.3.1-cookbooks.zip
chef-solo -j --recipe-url https://github.com/Esri/arcgis-cookbook/releases/download/v3.3.1/arcgis-3.3.1-cookbooks.tar.gz
