ArcGIS Explorer on Windows
All versions of ArcGIS Explorer on Windows are retired.

To use ArcGIS Explorer on Windows with TLS 1.2, it is required to enable TLS 1.2 across the operating system. This enables all applications on the system that depend on the Microsoft .NET Framework to use TLS 1.2 by default.
