Unable to view a secured Open Geospatial Consortium Service hosted by a federated ArcGIS Server

Description

Attempts to view a secured Open Geospatial Consortium (OGC) service hosted by a federated ArcGIS Server through ArcGIS Online fail with browser errors 403 or 499.

Cause

ArcGIS Server is federated with Portal for ArcGIS. Secured Web Map Service (WMS) or Web Feature Service (WFS) services such as OGC require authentication from Portal for ArcGIS and support for OAuth 2.0. For more information on OAuth 2.0 authentication, refer to the following web help document, ArcGIS for Developers: What is OAuth 2.0?

Current OGC specifications limit OAuth 2.0 authentication. Therefore, OGC services can only be hosted by a non-federated ArcGIS Server using web-tier authentication.

Solution or Workaround

To solve this issue, change the Sharing settings for the WMS or the related map service to Everyone in the My Content tab of the portal. The following steps describe how to make this change:

  1. In the My Content tab, select the desired service and click the lock icon to open the Share window.
