Can not download image: 'http:' because Invalid data provided

Error Message

When attempting to publish a survey from the ArcGIS Survey123 website, the survey fails to be published and the following error message is returned (sic):

Error:
Can not download image: 'http:' because Invalid data provided.

Cause

This issue occurs when the Image option is enabled in the Survey Header section but there is no image used in the survey. This causes the survey to find an image URL that does not exist.

Solution or Workaround

1. In the ArcGIS Survey123 website, navigate to Design > Edit.
2. In the Survey Header section, enable the Text option.
3. Click Publish.
