Error: 499 Error occurred while processing request

Error Message

When attempting to access a Web Feature Service (WFS) or a Web Map Service (WMS) published to a federated portal, an error message is returned.

Open Geospatial Consortium (OGC) services are secured by managing the security of their primary services. For example, when a certain role is denied access to a map service, a user in this role cannot access the map service through Simple Object Access Protocol (SOAP), Representational State Transfer (REST), or any OGC interface.
ArcGIS Server supports a number of different authentication schemes. Services accessed via OGC interfaces must be secured using HTTP Basic, HTTP Digest, or Integrated Windows Authentication (IWA). Most OGC clients (both non-Esri and Esri clients) understand and work with these widespread standard authentication schemes.

This error is not returned if the service is published to an unfederated ArcGIS Server site, and secured at the web tier.


Secured OGC services from ArcGIS Server federated with Portal for ArcGIS cannot be accessed unless both the OGC and the corresponding map service are shared with Everyone in the My Content interface.
The OGC specifications for WMS and WFS do not allow OAuth 2 authentication. In an environment where ArcGIS Server is federated with Portal for ArcGIS, secure WMS or WFS services require authentication from Portal for ArcGIS and support OAuth 2. Until the OGC specifications and corresponding client applications are updated to support OAuth 2, secure OGC services can only be provided from an unfederated ArcGIS Server using web-tier authentication.
This is a known limitation associated with OGC services and not with Portal for ArcGIS.

Solution or Workaround

To circumvent this issue, share the service with Everyone in Portal for ArcGIS.
