Error: Service Unavailable. (status code 503).

Error Message

In ArcMap, attempting to add a new ArcGIS Server service connection returns the following error message:

Cause

The server is unable to handle requests for a new ArcGIS Server service connection in ArcMap due to lock files present in the ArcGIS Server directory. Lock files prevent services from being modified while it is running.

By default, lock files tied to a service are deleted when the service is stopped. However, when the server is shutdown unexpectedly, the lock files remain in the directory.

Solution or Workaround

To resolve this issue, delete the lock files in the ArcGIS Server directory:

  1. Stop the ArcGIS Server service.
    1. Right-click the Windows taskbar, and click Task Manager to open Windows Task Manager.
    2. On the Services tab, right-click ArcGIS Server, and click Stop.

  1. Navigate to the following directory:
C:\arcgisserver\config-store
  1. Rename the machines folder to machines_old.
  2. Delete the .site folder.
  3. Navigate to the following directory:
C:\arcgisserver\directories\arcgissystem\locks
  1. Delete all the files in the folder with the .wlock, .glock and .rlock extension.
  2. Restart ArcGIS Server service.
    1. Right-click the taskbar, and click Task Manager to open Windows Task Manager.
    2. On the Services tab, right-click ArcGIS Server, and click Start.
  3. Browse to the following URL to open ArcGIS Server Manager:
https://gisserver.domain.com:6443/arcgis/manager/
  1. Create a new site. The site creation iterates through existing and altered folders in the arcgisserver directory, recreating the altered objects.
  2. In ArcMap, add a connection to the ArcGIS Server service.
