Unable to access analysis tools in ArcGIS Online when the organization credit balance is negative

Description

Generally, if an organization's credit balance is negative, the members of the organization with analysis privilege still can access the Analysis button User-added image  in ArcGIS Online map viewer, though errors are returned if performing analysis that consumes credits.

However in some cases, all members, regardless of their roles and privileges, are unable to access the analysis tools if the organization's credit balance is negative. 

Cause

This issue occurs because the organization has the credit budgeting enabled. Some members may use ArcGIS credit-consuming functionality excessively and exceed the organization's credit allocation. When this happens, the subscription may become suspended or go into negative balance. As a result, the members lose the access to analysis tools.

Solution or Workaround

Disable credit budgeting tools to restore an individual's suspended privileges and allow the members of the organization to gain access to analysis tools. For more information on how to disable credit budgeting tools, refer to the following documentation: Configure credits.

Note:
Members are not able to perform any analysis that consumes credits. The organization must purchase more credits to offset the negative balance.
