Is it possible to publish a feature service using ArcGIS Runtime SDK for .NET?

Answer

No, it is not possible to publish a feature service using ArcGIS Runtime SDK for .NET via Portal for ArcGIS, ArcGIS Online, or ArcGIS Server. Publishing a feature service must be done using ArcGIS Server.

However, ArcGIS Runtime SDK for .NET allows editing a published feature service in an online or offline environment. The process of building the desired service is performed in ArcMap, and the service is used by consuming a local geoprocessing package (.gpk) file in ArcGIS Runtime SDK for .NET.

Note:
Local Server geoprocessing is not available with a Basic licensing. A Standard or Advanced license is required to perform Local Server geoprocessing.
