No, it is not possible to set the direction of arrows in segments based on field values directly in ArcMap. By default, the direction of the arrows depends on the angle and direction of the segments. However, the direction of the arrows can be changed manually by flipping the line feature during an edit session.
To change the direction of arrows on a line feature, follow the instructions below:
- In the Symbol Selector dialog box, use theĀ Arrow Right Middle or Arrow Left Middle controls to display the arrow in the middle of the line feature.
Note:
To increase the number of arrow symbols on a line feature, click Edit Symbol in the Symbol Selector window > Line Properties tab > Properties. Increase the number for Number of positions.

The Flip Line tool can be used to flip multiple line features at once. When using the Flip Line tool, only the selected line features are flipped. Select the desired line features from the attribute table by using any selection tool, and use the Flip Line tool.
