Are elements of a map notes layer editable in the Legend of an ArcGIS Online web map?
After adding a map notes layer to a web map in ArcGIS Online, the symbols are hidden in the Legend by default. However, the map notes symbols can be added to the legend by using the Show in Legend option found on the layer menu in the Contents pane.

The elements of a map notes layer that are added to the legend are comprised of four parts: order, title, color, and symbology. The order and title of map notes are editable elements for the entire layer, while the color and symbology within the layer are not editable.
The order of map notes layers in a legend can be altered when there is more than one map notes layer present in the web map. The layers can be reordered by dragging and dropping a selected map notes layer to the top of the list in the Contents pane of the ArcGIS Online web map.
The title of a map notes layer is only editable when first creating the layer and assigning a name. A preferred name and template is designated when initially creating a map notes layer. For more information on adding map notes, refer to the following link ArcGIS Online Help: Add layers.
The elements of a map notes layer that are not editable in the legend are color and symbology. The symbols representing various types of map notes cannot be customized in an ArcGIS Online web map legend. In addition, the appearance of symbology in the legend cannot be filtered to display only symbols that are added to the web map. Each map note layer added displays all of the symbols available.
