Why are the speed limit templates grayed out in Business Analyst with the Esri 2012 Data update?

Answer

The new network dataset that is included with the Esri 2012 Data update contains historical traffic information, which replaces the speed limits. This means that speed is now estimated by the historical traffic on a given street segment at a certain time of day rather than by speed limit.
