Failed to create the site. Failed to create the service 'System/CachingTools.GPServer'

Error Message

The Create Site wizard in ArcGIS Server Manager fails with the error:

"Failed to create the site. Failed to create the service 'System/CachingTools.GPServer'."

Cause

The ArcGIS Server processes do not have access to the required ports on the local machine.

Solution or Workaround

  1. Click Start > Control Panel > Windows Firewall.
  2. Click Advanced Settings.
  3. In the Windows Firewall and Advanced Security window, select the Inbound Rules node in navigation pane.
  4. Right-click Inbound Rules and choose New Rule.
  5. Accept the default value Program and click Next.
  6. Select This program path, and click the Browse button.
  7. Browse for the executable <Install>\ArcGIS\Server\framework\etc\service\bin\ArcGISServer.exe, select it and click Open.
  8. Click Next.
  9. Accept the default option, Allow the connection, and click Next.
  10. Check the Domain, Private and Public checkboxes that are appropriate for the network, and click Next.
  11. Specify ArcGISServer.exe as the Name.
  12. Repeat steps 4 - 11 and create rules for the following four programs in total:

rmid.exe<Install>\ArcGIS\Server\framework\runtime\jre\bin\rmid.exe

  1. Exit the Windows Firewall dialog.
  2. Execute the Create Site wizard in Server Manager.
Note:
If problems continue in creating the site, use the verbose logs located under <install directory>\usr\logs\<machine name>\server to get more information about the problem.
