Answer:
Yes, there have been many changes to ArcGIS Product Licensing, including License Manager 10.X. For existing ArcGIS Desktop and ArcInfo Workstation users upgrading from 9.X or a previous version, this document provides an overview of some of those changes. For more detailed information, refer to the License Manager 10 Reference Guide found in the documentation folder on the product CD.
Vendor Daemon
ArcGIS License Manager 10 still uses a new release of the ArcGIS.exe vendor daemon that takes advantage of Trusted Storage licensing instead of Certificated licensing as with the previous release(s).
LMGRD Daemon
ArcGIS License Manager 10 uses same (upgraded) LMGRD daemon.
Port Number
The default port number now specified in the service.txt is 27000. Previous versions used TCP ports 27004 or 27005 as the default port.
What does this mean to you?
License information must be obtained from the Esri Customer Care Portal. ArcGIS Desktop 10 software requires the ArcGIS 10 License Manager. Existing 9.X clients can use the ArcGIS License Manager 10 to consume licenses. ArcGIS 8.X or previous software cannot connect to an ArcGIS 10.X License Manager.
Both 9.X and 10.x version of License Manager cannot be installed on the same computer.
Prior to installing ArcGIS Desktop or ArcInfo Workstation 10, access the Esri Customer Care Portal, http://customers.esri.com, and obtain the necessary core and extension authorization codes.
There are no longer USB or parallel key licenses for ArcGIS 10 License Manager. It is solely a keyless license, and the authorization process registers the necessary system information with Esri.
ArcGIS License Manager 10 has a new feature not offered in previous versions of License Manager, borrowing. With ArcGIS Desktop 10 utilizing ArcGIS License Manager 10, licenses can be borrowed onto systems to be utilized remotely away from the License Manager’s network.
With ArcGIS License Manager 10, Esri is moving from a certificate-based licensing to a Trusted Storage (Activation Style Licensing).

License transfers to a new host
With ArcGIS License Manager 10, licenses can be deauthorized from one system and then reauthorized by a new system without any intervention from ESRI Customer Service.

Borrowing
With the trusted storage model, you can use so-called activatable licenses, where a license server at the end-user site initially hosts the license, and a client can detach the license while it's needed, and later return the license to the license server to be consumed by a different system.
Deauthorization
Returning authorizations to Esri can be done in a couple of ways. It can be done for all authorizations for a given system or it can be done for selected authorizations. To return all authorizations, select the Deauthorization button within License Server Administrator. To do a single authorizations, one at a time:
Windows:
SoftwareAuthorizationLS.exe -return <comma delimited authorization numbers, e.g.. EFL123456789,EFL987654321>
Unix:
SoftwareAuthorizationLS -S -return <comma delimited authorization numbers, e.g. EFL123456789,EFL987654321>
