ArcGIS 9.2 Business Analyst Server for the .NET Framework is not working properly.

Solution or Workaround
Preliminary Checklist is available in the Installation Guide for Business Analyst Server for the .NET Framework.
First, make sure that Business Analyst (BA) desktop is working properly. To test this, launch BA_Detailed.mxd from the shortcut on your desktop. Make sure the BA toolbar shows. Check that all data in the map document is viewable. To verify, zoom in tight onto a small region of the map and make sure that the streets are visible.
If you encounter issues, uninstall BA desktop and BA Server.
Then first install BA desktop using the installation guide. Make sure BA desktop is working properly.
Make sure Crystal Reports XI launches without error.
Then check to make sure ArcGIS Server for the .NET Framework is working properly.
Proceed with the BA Server installation after ensuring that BA desktop and ArcGIS Server for the .NET Framework are working properly.
