Problem: Running any geoprocessing tool in ArcToolbox results in Microsoft Script Errors and the tool dialog box is blank
Description
Note: This article applies to retired ArcGIS versions 9.x and 10.0. Later versions of ArcGIS may contain different functionality, as well as different names and locations for menus, commands and geoprocessing tools.
When running any geoprocessing tool in ArcToolbox, the following Microsoft Script error is generated:
"Your current security settings prohibit running ActiveX controls on this page. As a result, the page may not display correctly."
After clicking 'Yes', an Internet Explorer Script Error is displayed, similar to the following:

After clicking 'Yes' or 'No' three times, a blank geoprocessing tool dialog box appears.
Cause
This error is caused by a software conflict in which other installed applications are making changes to crucial Windows files that the geoprocessing tool dialog box is dependent on. There are at least two applications that are known to cause this problem: FireRMS and EDO.
Note: If Folder Redirection and Roaming Profiles are being used and similar error messages are being returned, please see Knowledge Base article 38099 in the Related Information section below for a solution.
Solution or Workaround
- Uninstall the offending software, such as FireRMS or EDO.
- Reregister the msxml3.dll file located in the C:\windows\system32 folder by doing the following:
- Type CMD in the Run window to bring up the command prompt.
- Type regsvr32 C:\windows\system32\msxml3.dll and press Enter.
