Yes, a schematic diagram generated by the ArcGIS Schematics extension can be published with ArcIMS 9.2.
This can be done using the ArcIMS ArcMap Server feature. The ArcGIS desktop software must be installed on the same machine that is running ArcIMS. This is needed to get the Schematic components registered on the machine so the system knows how to display a schematic diagram. Schematic diagrams viewed through ArcIMS are view only and cannot be modified. None of the desktop Schematic commands are available.
