Bug: Only Matching Records Are Preserved When Creating a Join through the Layer Properties

Description

**This issue appears with ArcGIS 9.l, Service Pack 2**

If a Join is established in the Layer Properties > Joins and Relates tab, only matching records are preserved. This occurs even if the default of 'Keep All Records' is selected.

Cause

This is a known limitation.

Workaround

Establish the join through the layer context menu, or with the Add Join tool from ArcToolbox.
