ArcGIS Server uses 100% image quality for JPEG output which results in large file sizes.
Cause
This is a known issue.
Workaround
** This issue is addressed with ArcGIS 9.1 Service Pack 2 (SP2) **The default quality value has been changed to 85%. This produces a much smaller image with little reduction in quality.
