Can a locator be created using StreetMap data

Answer

No. SteetMap data is now available in SDC format instead of EDGE(*.edg) format as before. To be able to create a locator in SDC format from StreetMap, it is necessary to load the data into either ArcSDE or a personal geodatabase, or export the data to a shapefile.
