** This issue is addressed in ArcGIS 9.1 Service Pack 1 (SP1) **

TIFFs with CCITT G4 and PackBits TIFF compression do not display properly in ArcMap or ArcCatalog. Support for these TIFF compression types is disabled.

Cause

This is a known issue.
