Data frames that have a map extent larger than the extent of the layers in the map may shift vertically or horizontally on print or export. If the map layout has a grid or graticule, the shift may make the grid references incorrect, since the map image has shifted relative to the grid.
This is a known issue.
Note: This issue is addressed in ArcGIS 9.1 Service Pack 1 (SP1).
