Metadata Explorer's search box doesn't appear for locales using non-period delimiter

Description

** This issue is addressed in ArcIMS 9.1 Service Pack 1 (SP1) **

The Metadata Explorer is displayed in Browser with the SearchMap. The Zoom, Pan, Search tools work, but the SearchArea is not highlighted on the SearchMap. There is no red polygon on the search map.
