Problem: Server configuration and/or server objects lost when ArcGIS Server Object Manager service is restarted

The ArcGIS Server configuration, including any created Server Objects, disappears when the ArcGIS Server Object Manager service gets restarted from the Services control panel.
The ArcGIS Server log file may contain a warning message similar to the following:

<Msg time="2005-06-29T17:11:41" level="Warning" code="1012"
target="Server" thread="3864">Server.cfg failed to load.Parser Error</Msg>

This problem occurs when ArcGIS Server is unable to parse the server and server object configuration files located in the ArcGIS Server installation directory \cfg folder.

ArcGIS Server uses the Microsoft XML Parser 4, MSXML4.dll, to parse the configuration files. This problem will occur if a different version of MSXML is registered or the MSXML4.dll is not registered correctly.

Solution or Workaround

Register the system file msxml4.dll.

The instructions below include making changes to essential parts of your operating system. It is recommended that you backup your operating system and files, including the registry, before proceeding. Consult with a qualified computer systems professional, if necessary.

ESRI cannot guarantee results from incorrect modifications while following these instructions. Therefore, use caution and proceed at your own risk.

  1. Verify that msxml4.dll exists at the following location:
    On Windows 2000 : C:\WINNT\system32
    On Windows XP/2003 : C:\WINDOWS\system32
  2. Start an MS-DOS Command prompt by navigating to Start > Run, type cmd and press enter.
  3. On Windows 2000, type the following:

    regsvr32 C:\WINNT\system32\msxml4.dll

On Windows XP/2003, type the following:

    regsvr32 C:\WINDOWS\system32\msxml4.dll

Click OK on the confirmation message.
  4. If this does not resolve the problem, install the MSXML 4.0 Service Pack 2 on the computer. See the link in the Related Information section for this download.
