FAQ: Can Annotation Feature Classes Be Used in ArcIMS?

Answer

Annotation feature classes can only be served in ArcIMS through the ArcMap Server using an ArcMap document, .MXD.

Annotation layers from ArcSDE or a Personal Geodatabase are not supported via classic Image or Feature services.
