How To: Diagnose problems when unable to create any ArcIMS Services in Administrator
Instructions provided describe the diagnosis and troubleshooting of ArcIMS when services cannot be created in Administrator.
Use the questions below to diagnose the problem. If the problem cannot be resolved using the articles referenced, provide answers to the following questions when calling ESRI Technical Support:
Are there any Virtual or Spatial Servers listed in Administrator?
Is ArcIMS 9.x Authorized?
Are the Application Server and Monitor able to communicate?
The ArcIMS Application Server and the ArcIMS Monitor need to be able to communicate with each other on port 5050. If this port is in use by another application, the ArcIMS Spatial Server will not start. Possible Solutions
Is the Monitor Service running?
Check that the Aims_Monitor.exe process is running in the Windows Task Manager or command "ps -ef|grep aims" in Unix and Linux. Possible Solutions
Are there Spatial Servers running?
Check that the aimsserver.exe process is running in the Windows Task Manager or command "ps -ef|grep aims" in Unix and Linux. Possible Solutions

Question 2: Is this a new/updated installation of ArcIMS or was it working before? Question 3: Are any error messages received when loading ArcIMS Administrator?
