Network Analyst: The Network Identify Tool is not enabled

Description

The Network Identify Tool is not enabled when the network dataset is not visible in the active map, even if the network dataset is visible in the magnifier window that currently has focus.

Cause

The Network Identify Tool should be enabled when the network dataset is visible. It is not currently accounting for the fact that the active magnifier window may have crossed the scale suppression boundary that makes it visible and thus identifiable.
