Non-English characters do not display correctly when using Tomcat 4.1.29 on a different locale

Description

Non-English characters do not display correctly in the HTML Viewer when using Tomcat 4.1.29 as the Servlet Engine with ArcIMS on a non-English locale.

Cause

Tomcat 4.1.29 converts the codepage back to ISO-8895-1. This is an issue with Tomcat 4.1.29 and static content in non Latin (ISO-8895-1) characters.
