Unique Values list is empty by default on the Query Builder and Select By Attribute dialogs

Description

In version 8.3 the Query Builder and Select by Attributes dialogs returned the first 300 unique values by default. Clicking on Complete List provided all values in the list.

In version 9.0, unique values are not returned until the Get Unique Values button is clicked. This returns all available values without stopping at the first 300 unique values and may potentially take a long time to execute.

Cause

This is the intended behavior.
