Cannot create TIC file

Error Message

When using the Export Shapefile to Coverage tool, the conversion fails and the following error is returned:

"Cannot create TIC file"

Cause

The user does not have adequate permissions to write to the INFO folder in the workspace where the new coverage is to be created.

Solution or Workaround

1. Open Windows Explorer.
2. Navigate to the INFO folder in the ArcInfo workspace where the new coverage is to be written.
3. Right-click the INFO directory and select Properties.
4. Uncheck the Read-only box. If permitted, propagate those permissions to the files within the folder.
5. If permissions cannot be propagated to the files within the folder, change the permissions on each file within the INFO folder.
