If non-English characters are entered from a foreign language keyboard during the installation of PC ARC/INFO 3.5, the start up banner will display them as different character symbols.
A DOS limitation of 7-bit ASCII characters.
The installation routine of PC ARC/INFO 3.5 is actually a native Windows program. Native Windows programs have the ability to use 8-bit ASCII characters (True Type fonts). True Type fonts can handle ASCII characters beyond 127 in the code page.
Characters in DOS however, are restricted to 7-bit ASCII characters. 7-bit ASCII
characters can only use the first 127 characters in a code page. Since the PC
ARC/INFO command line is DOS based the foreign language characters are not retained.
