PROBLEM
Expected ArcToolbox tool is missing when running ArcGIS Desktop
Description
Selecting Conversion Tools > Import to Coverage in ArcToolbox does not display the Shapefile to Coverage tool as expected.
Cause
The ArcToolbox 'Shapefile to Coverage' conversion tool requires an ArcInfo license for ArcGIS Desktop.
Solution or Workaround
Use the ArcGIS Desktop Administrator to determine which of the three software products is in use.
1. Shut down any open ArcGIS Desktop products.
2. Select Start > Programs > ArcGIS > Desktop Administrator.
3. Select the 'Software Product' folder.
4. Select a software product by clicking the appropriate radio button.

If an ArcInfo Desktop license is available, click the ArcInfo radio button to apply the change.
