Yes. The Projection Engine at 8.1.2 now has two versions of Polar Stereographic that use a standard parallel. The projection names are:

Stereographic_North_Pole
Stereographic_South_Pole

ArcInfo Workstation and ArcView support the standard parallel case.

In ArcGIS 8.1 the Projection Engine only supports a Stereographic case with a scale factor at the center.
