Copy and Paste don't work for non-spatial tables

Description

After selecting a record in a non-spatial table, using Copy and Paste from the ArcMap Edit menu doesn't add a new record to the Table Window.

Cause

Commands on the ArcMap toolbars don't apply to the table window. The table window responds to commands issued from the table window context menus.

For a layer, the Copy and Paste add a new feature to the layer, and the table window responds by adding a record.
