Why do picture fill symbols not display for rotated data frames?

Answer

** Fixed at ArcGIS 8.2 **

Picture fill symbols will only partially display inside a rotated data frame. Use a marker fill instead. You can specify a picture as the marker symbol that will fill the polygon.

This is a known issue.
