Problem: ArcView hangs with hourglass when double-clicking the ArcViewGIS icon

When attempting to start ArcView by double-clicking its icon, the hourglass appears but goes away after a few seconds and ArcView doesn't start. Afterwards, other Windows applications don't run properly.

There is a conflict between ArcView and a certain version of the odbc32.dll file. The offending DLL file size is 12,800 bytes (13kb), it should be 67,584 or 64,512 bytes.

Solution or Workaround

The instructions below include making changes to essential parts of your operating system. It is recommended that you backup your operating system and files, including the registry, before proceeding. Consult with a qualified computer systems professional, if necessary.

Esri cannot guarantee results from incorrect modifications while following these instructions; therefore, use caution and proceed at your own risk.

Rename odbc32.dll to odbc32.old. This file resides in the ..\windows\sytems directory.
Don't delete this DLL, it may be needed by other applications. If an application no longer works properly after renaming the file, you will need to install another version, maybe from another machine.
