Error: Unable to Start Tool
The following error occurs when attempting to use the SDTS to Grid Wizard or the SDTS to Coverage Wizard in ArcToolBox:
"Unable to Start Tool."
The file richtx32.ocx is missing from the system registry, or it is not installed.
This file does is not installed when ArcInfo 8.0.2 is installed. It exists because of a previous installation of a Microsoft application.

1. Verify the file richtx32.ocx exists. It is normally found in the WINNT\system32 directory.
2. If the file does exists, click Start > Run and type the following to register the file:
