When loading a raster image (BMP, GIF, etc.) into the Icon Manager, the entire image does not appear when placed onto a button or tool control.
The pixel dimensions of the image are too small or too large.
Make sure the image is exactly 20 pixels wide by 17 pixels high for button icons, and 18 pixels wide by 15 pixels high for tool icons.
The Windows Paint program allows you to specify the pixel dimension of an image. Select attributes from the Image menu and specify the proper dimensions. Select View > Zoom > Large Size to zoom far into your image for easier pixel-by-pixel editing.
