Convert DXF blocks into ArcInfo

Enter layer names and options (type END or $REST when done)

If the arcs are to be exploded in all the blocks for layername "pipelines" use
the following syntax:

Enter the 1st layer and options:  pipelines blocks arcs
Enter the 2nd layer and options:  end
