Synopsis
Tiles creation or update for a map service with MrSID imagery at 1:600 scale returns an error.

Unable to reproduce using ArcGIS Server 10.2.2
Alternate Solution
If cache on-demand is enabled, the empty tiles is created successfully when viewed in a browser.
