Numeric values returned in Services Directory, such as HTML responses, have commas as decimal separators on operating systems whose native language uses the comma as a decimal symbol. The java script object notation (JSON) response is correct and returns geometry using a dot as decimal separator.
This is a non-issue with 10.1+ releases of the ArcGIS server.
