When the data is loaded into a raster catalog, via ArcCatalog, having geographic spatial reference, it doesn’t get projected on the fly.

Alternate Solution
Use "Workspace to Raster Catalog" Tool which allows you to import all raster files in a specified workspace /directory,into a Raster Catalog, and allows you to select "Project on-the-fly" which then projects all the data to the coordinate system of the Raster Catalog.
