The 'Export georeference information' check box is disabled after unchecking the 'Output as image' check box when exporting a layout to PDF in ArcGIS Pro 2.8.

This is the expected behavior and is described in the documentation https://pro.arcgis.com/en/pro-app/latest/help/sharing/overview/pdf-export.htm.Workaround
Switch to the Security tab and back to the Properties tab on the Export Layout pane after unchecking the Output as image checkbox to have the Export georeference information check box available to be checked again.
