After publishing the Relocate Events tool as a geoprocessing service, an error message, "ERROR 00816: The tools is not valid." is generated in the REST endpoint.

Workaround

While creating the geoprocessing tool, use the Relocate Events tool from the Location Referencing Tools.tbx located in the installation directory: C:\Program Files\ArcGIS\LocationReferencing\Server10.8\ArcToolBox\Toolboxes.
