The Apply Asset Package (Append Process) tool takes longer to run in newer iterations of ArcGIS Pro (2.6.x) as compared to older versions of ArcGIS Pro (2.5.x).

Workaround
Exporting and deleting the attribute rules before running the Apply Asset Package tool and then importing those rules after the load works fine.
