This issue is addressed in ArcGIS Pro 3.4.

Workaround

Perform the following workaround to create the PDF with the customized page size in ArcGIS Pro.

  1. Navigate to Windows Settings, and click Devices > Printers & scanners.
  2. Select the PDF creator, and click Manage.
  3. Select the same settings in ArcGIS Pro.
